Section 01

Freeze non-negotiable outcomes

After approval, reconcile the alternative's retained outcomes, conditions and evaluated costs with the order and installation revision. Record unresolved prerequisites before release. Keep forecast savings distinct from actual agreed prices. A register entry becomes an executable change only when its accepted equipment and responsibilities reach the documents used for supply.

Recommend a security alternative only after it retains the hotel's required observation, recording, incident workflow and outage functions. Record any change to those outcomes as a deviation requiring the designated buyer's decision. A lower price obtained by deleting a required function should not appear as an admissible saving.

Define the comparison boundary before discussing products. Keep quantity, retention, delivery destination and support scope consistent. State which operator or brand requirements are mandatory and whether the procurement process allows alternatives. A permitted commercial comparison does not automatically permit a model substitution.

Turn broad requirements into checkable tasks. An entrance view must retain its assigned observation purpose; an authorized operator must retrieve and export the relevant incident; required recording must continue through the approved outage state. The register should identify the evidence needed for each task, without filling unperformed demonstrations with assumed passes.

Section 02

Describe the proposed change

Give each value engineering entry a baseline reference and a precise proposed change. Identify the equipment or work removed, retained and added. Include the affected drawing tags and BOQ lines so a consultant can review the alternative without reconstructing its connection to the original design.

A proposal to use an ordinary operator display instead of a wall changes the viewing arrangement. It can remain admissible where the operator's viewing and incident tasks are satisfied, but it does not justify reducing recording storage. A proposal to reuse a switch changes procurement scope only after capacity and interfaces are confirmed.

Separate a model change from a quantity change. Equal resolution labels do not establish equal lenses, night operation or supported software behavior. Preserve exact model identities and list relevant differences. If a required parameter is missing, leave that field unresolved and obtain supporting configuration information before presenting the alternative as equivalent.

Describe the effect of the alternative

Recording storageApproved retention budgetDifferent supported disk arrangementRetain usable capacity and recording mode

Section 03

Calculate the retained capacity

Calculate the retained technical requirement independently of the price model. CASE01 illustrates 32 streams at an assumed average 4 Mbps, continuously recorded for 30 days. Its input is 128 Mbps, its video volume is 41.472 TB, and retaining 20% free usable space requires 41.472 ÷ 0.80 = 51.84 TB.

An alternative for that case must preserve the approved recording profile and usable budget. Raw disk totals alone do not establish that result because formatting, array overhead or hot-spare allocation can reduce available space. The CASE01 arrangement is an independent-disk planning example, not a declaration of RAID support.

NexPro-NVR4449-4K lists 49 channels, 320 Mbps input and four SATA bays with up to 18 TB per disk in the supplied product record. Its summary identifies 49×5MP/9×4K, so channel count does not establish arbitrary 49×8MP operation. Confirm the intended modes and disk configuration. For the cost analysis below, equal outcomes are a teaching assumption; those cost units do not price this recorder or CASE01.

Section 04

List exclusions and dependencies

Identify every resource the alternative still relies on, including remote access switches and their local power. Removing a display from backup power can reduce a selected protected load, but it must not remove a required camera or network node. Draw data and protected-power relationships separately so the recording dependency remains visible.

Bring excluded installation, software, delivery and commissioning work into the evaluated scope. Coordinated procurement does not prove that all devices are manufactured together or that third-party interfaces work automatically. Reuse also needs an assigned inspection, connection and acceptance responsibility.

Service terms belong in this comparison. The supplied policy record checked on October 7, 2026 states a 24-month limited hardware baseline from receipt for applicable main equipment, subject to controlling written order terms. Batteries, storage, cabling and OEM scope require their applicable terms. Do not use that baseline to assume five years of free repairs, local labor or transport in the lifecycle model.

Section 05

Compare evaluated costs

The independent, unbranded teaching model assumes equal required outcomes over five years without discounting. Option A has an initial cost of 10000 units and annual cost of 900. Option B starts at 11500 with annual cost of 500. No price, failure rate or service performance is attributed to a named supplier.

Five-year total equals initial cost plus five times annual cost. A therefore totals 14500 units and B totals 14000. Break-even time is (11500 − 10000) ÷ (900 − 500) = 3.75 years. Before that point A costs less; after it B costs less under these assumptions.

B's five-year advantage is 500 cost units. Recommend it commercially only when the qualified offers preserve the same outcomes and the evaluation period and recurring amounts support that result. A shorter horizon or changed service cost can reverse the conclusion. Use actual scope-matched quotations, one currency and an explicit delivery basis before ranking offers.

Use the register below to keep each proposal, its evidence and its decision separate. It is an editorial working sheet, not a completed project record. A forecast saving remains provisional until both retained outcomes and comparable commercial inputs are accepted.

Section 06

Recommend only admissible alternatives

Record each alternative's retained task, changed conditions, unresolved dependencies, evaluated cost and required approval. Distinguish a qualified option from a proposal awaiting evidence. An arithmetic advantage cannot resolve a prohibited brand change or an unsupported recording mode.

Recommend the economical admissible option on the agreed horizon. In the teaching example this is B at five years, provided the annual assumptions remain valid; choose A on cost before 3.75 years. Reject either as a qualified saving if it removes a non-negotiable function. Technical qualification and the commercial recommendation should remain separate conclusions.

For an equipment comparison, send info@nexpro-link.com the baseline BOQ lines, proposed changes, retained recording and outage requirements, and scope-matched quotations with their evaluation period. NexPro-Link can discuss model matching and coordinated supply through /project-supply/boq-tender-support. Its manufacturing core is CCTV, with supporting categories coordinated within the agreed scope. Consultant approval, local installation and third-party integration are not automatic inclusions.

Buyer questions

Can equal megapixel ratings prove a substitute is equivalent? No. Compare the required lens behavior, recording mode, night task and supported workflow for the exact models. A matching headline specification does not resolve an unsupported function or missing parameter.

Should an unpriced exclusion be treated as zero? Keep it as an unresolved evaluation input or obtain a quotation for it. If the apparent saving depends on that amount, state the break-even condition and defer the commercial ranking until the amount is known.

Can a five-year cost model use the warranty period as its service allowance? Only where the written coverage and priced service scope support the relevant costs. Evaluation horizon, equipment warranty and local service obligations are different inputs. The supplied main-equipment baseline is not five-year all-inclusive support.
